A year ago this month, the health insurance exchanges created by the Affordable Care Act, better known as Obamacare, went online. At first, the sites frequently crashed, consumers got fed up, and Republicans derided President Obama’s signature initiative as a failure. But the system rebounded in the subsequent months and Obamacare reached projected enrollment levels for 2014. With the 2015 open enrollment period commencing soon, Christine Eibner, senior economist at the RAND Corporation, assesses the status of the online exchanges.
